Water Management System: The web application for the economic analysis of water usage and the development and application of water pricing policies

The Water Management System (WMS) is mainly targeted to:
  • Ministries and authorities responsible for water development
  • Institutions involved in water management (i.e. Chambers of Industry and Commerce, Tourism Organisations, Municipalities, Sewerage Boards, Statistical Offices, etc.)
  • Environmental organisations and interest groups
  • Scientists and students
  • Universities and research institutions
The WMS is a web based computerized system that is used for the economic analysis of water usage and the development and application of water pricing policies according to the Water Framework Directive 2000/60/EC.   
  • The system is able to store a whole set of (once-off or periodically updated) parameters. The parameters describe all the statistical issues that are relevant for the statistical analysis of a country's water usage.
  • The parameters comprise the domains of basic information related to water usage, uses of water, resources of water, water suppliers as well as water services.
  • The system supports a number of basic methodological approaches for water cost calculation. The primary objective of these approaches is to identify the costs by capturing the economical and statistical parameters related to the economic analysis of water usage, the mechanisms of cost recovery, the exceptions that have to be applied because of social reasons, etc.  
  • The cost calculation of water consists of 3 different kinds of costs:
    1.) Financial cost (operating cost, on-going maintenance cost, capital expenses necessary for ongoing operation costs, administrative cost, etc.)
    2.) Natural resource costs (costs that arise in order to replace the overpumping of certain water bodies with water originating from alternated sources) 
    3.) Environmental costs (costs to restore polluted water to its original quality, costs of treatments to re-use waste water and other possible costs that are related to water quality)
  • The system offers flexible reporting based on chart diagrams, browsable reports and OLAP cubes. 

Given these general co-ordinates, the system can be configured and adapted according to the particular characteristics of every country that implements the Water Framework Directive 2000/60/EC.
